Enforcement trial for all littering and dog fouling offences

The Council has a responsibility to keep adopted roads, laybys, car parks, amenity beaches and other relevant land free of litter on the Island.

The Council currently organises litter picking, street sweeping, litter bin emptying and other cleaning duties through its waste cleaning contractor, Biffa.

Regarding environmental enforcement, the Council can issue fixed penalty notices when people drop litter or fail to clean up after their dog has fouled, but historically the number of fines issued has been very low and we are aware that it is a contentious issue across the island.

You may be aware that several local authorities across North Wales have employed an external private enforcement company, Kingdom, to issue fixed penalty notices for littering and dog fouling.

The Council wishes to conduct a trial from early summer 2017 with Kingdom where they will issue a fixed fine of £75 for all littering and dog fouling offences. They will employ their own enforcement officers, but will work in partnership with staff from the Council’s Waste Management Section (similar to the arrangements they have with other North Wales local authorities).

The Council would like to hear your views on whether you would support this trial initiative to issue a fixed fine of £75 for littering and dog fouling offences.
