Empty Homes Renovation Grant Scheme

The aim of the scheme is to support landlords / empty property owners to bring empty domestic properties back into use for rent to tenants from the Council’s Housing Register or at an affordable rent within the limit of the Local Housing Allowance. Conversion of non-domestic properties, such as empty shops or offices may be considered.

To qualify for the grant, properties must be empty for six months or more and the eligible works must be completed before 31st March, 2018.

Please note that an offer of a grant is not guaranteed until the owner / landlord has received a formal approval from the Council. Any works undertaken prior to receiving approval would not be eligible for grant and would be at your own cost.

Eligibility

  • This type of assistance is discretionary
  • Property must be empty for a minimum of six months and in need of renovation
  • Applicants must be the owner(s) of the property
  • To qualify for grant assistance the property owner must enter into a Nomination Right Agreement with the Council for a period up to 10 years or agree on an affordable rent which is within the local housing allowance
  • Eligible works must be agreed, upon inspection by the Council, before an application can be submitted

Basic conditions

  • The property should be let to tenants on the Council Housing Register for the period specified in the Nomination Right Agreement. In the event that a nomination is not received within ten working days of completion of the work, the landlord may let the property independently at an affordable rent level not exceeding the Local Housing Allowance rate for that type of property at the time of letting
  • The percentage of grant that can be awarded will depend on the number of years nomination right the owner is prepared to provide and current grant levels are:-

50% of cost up to £15,000 for a 5 year agreement
60% of cost up to £16,000 for a 6 year agreement
70% of cost up to £17,000 for a 7 year agreement
80% of cost up to £18,000 for a 8 year agreement
90% of cost up to £19,000 for a 9 year agreement
100% or up to £20,000 for a 10 year agreement

  • If the grant does not cover the full cost of the work, evidence of adequate finance to meet the shortfall will be required
  • The grant will be secured as a local land charge for a period up to ten years from the date of completion of work and must be repaid in full if the applicant sells the property before the end of the agreed period
  • The grant will be paid on completion of works when grant is under £10,000 and in two stages, at 50% and on completion of work when in excess of £10,000
