Flying Start

In this section you'll find information on Flying Start - a new scheme set up by the Welsh Assembly Government to help children in the age range of 0-3 years to develop to their full potential.

What is Flying Start?

Flying start is a pilot project funded by way of a direct grant to local authorities that aims to make a decisive difference to the life changes of children within specific areas.  The central objective is to improve the child’s outcomes, both in preparation for school and long term.

To deliver social and economic benefits the focus must be outcomes for the children, with support for the parents and community, in order to create the best environment for children’s well being.

What is available through Flying Start?

  • quality, free childcare for 12½ hours per week for 2-3 year olds – quality means delivered by trained professionals with a focus on child development and learning through play
  • health visiting – more health visitors will be available with lower case loads
  • parenting programmes – the support can be offered in the home or group context and will be delivered by trained professional personnel.
  • diverse activities – eg Language and Play, TWF, etc.  The full entitlement at the quality required may take time to build up, and some elements of the entitlement may be in place before others.
