Communities First is the Welsh Assembly Government’s programme for tackling poverty and social deprivation in the hundred most disadvantaged areas of Wales. Launched in 2001, it is a long term programme running for at least 10 years.

Communities First is empowering local people so that they themselves decide what is needed to regenerate the areas in which they live and work.

Credit unions
The Welsh Assembly Government in its “One Wales” document is committed to support credit unions as social enterprises and recognises the key role that they will play in their financial inclusion agenda and anti-poverty strategies.
Outcomes Fund
Following the Welsh Assembly Government’s “Communities Next” consultation in 2008, the emphasis towards a greater outcome-focused programme became apparent.
Partnerships
Each Communities First ward forms a partnership which should be based on the three-thirds principle – one third community representatives, one third statutory sector and one third divided between the voluntary and business sectors, with the community retaining the majority.

Themes
There are six themes:
Trust fund
The trust fund can provide up to £5,000 of funding within the financial year for voluntary groups and not for profit organisations that are actively involved in Communities First wards.
Volunteers
Communities First welcomes volunteers to help with the partnerships’ work or help with other organisations through Medrwn Môn the local voluntary council organisation.
