Anglesey Employment Sites Masterplans

This report has been prepared for the Isle of Anglesey County Council (IoACC) to set out the results of masterplanning studies carried out on five key employment sites which form part of the Anglesey Enterprise Zone (AEZ).

These AEZ sites have been identified as key potential future development sites. Eleven sites were originally identified and these are located across Anglesey including Holyhead (five sites), Llangefni (three sites), Gaerwen (two sites) and Amlwch (one site). The purpose of the masterplans is to set out an indicative vision for the potential development of each of the sites to further inform the sourcing and prioritisation of investment and funding opportunities.

Of these, one site has been selected at Holyhead which is the EZ3 Penrhos site, one at Gaerwen which is the EZ9 Gaerwen site and one at Amlwch which is the EZ10 Rhosgoch site. At Llangefni, the EZ6 Bryn Cefni site is the main focus for the masterplan with consideration of the approach from the west between the EZ7 sites as context only. A site not currently in the Anglesey Enterprise Zone has been identified at Mona and is included in
this masterplanning study.

This report builds upon earlier work undertaken by AMEC on the Enterprise Zones Transport Infrastructure Feasibility Report December 2012 which set out an overview of the key transport opportunities and constraints relating to the AEZ sites and resultant potential highways schemes. These results are used in this masterplanning study to inform any proposed access improvements to the sites.

It is suggested that the IoACC take forward the conclusions of this study and review the available funding options to deliver the identified proposals. Depending upon the level of funding that may be available, it should be possibleto select from the priority list appropriate nschemes to bring forward for further development. More detailed evaluation of any scheme which is selected should be undertaken to provide a greater level of justification and to provide firm conclusions as to the exact nature and type of scheme.
