Health and safety for business


The council is responsible for ensuring that certain businesses provide a safe working environment.

The enforcement of health and safety at work is divided between the Health and Safety Executive (HSE), a central government agency, and local authorities.

We carry out regular checks on local businesses and business premises to ensure that safe and healthy working conditions are provided for all employees and visitors.

The Health and Safety Commission look after health and safety in nuclear installations and mines, factories, farms, hospitals and schools, offshore gas and oil installations, the safety of the gas grid and the movement of dangerous goods and substances, railway safety, and many other aspects of the protection both of workers and the public.

We do not deal with council buildings and employees, hospitals, manufacturing (including food manufacturers), or the construction industry. These are dealt with by the Health and Safety Executive (HSE).

The premises for which we are responsible can be registered with our health and safety service. The Health and Safety Executive website is very informative for both established and new businesses and you can fill out an application form for health and safety at work registration on the site.

Fire safety at work is the responsibility of the fire authority: The North Wales Fire and Rescue Service. We work in co-operation with the fire service and will inform them any fire precautions or issues noted on site during an inspection.

We carry out investigations into accidents that have occurred at a workplace, including situations where members of the public have been involved.

We investigate complaints relating to health and safety at those premises for which we are responsible.

If premises are found to be unsafe after a visit, or investigation by an officer, the business could be served with:

  • a prohibition notice: to stop dangerous activities
  • an improvement notice or letter: detailing contraventions or bad practices found at the time of inspection
  • verbal advice: for minor contraventions

The Health and Safety Executive website provide a comprehensive information resource for new and established businesses. A number of leaflets are also provided in Welsh.

As a last resort, or as a consequence of an accident investigation where serious failings by the business were found, the health and safety team may commence legal proceedings against the company, individuals or both.

If businesses have been prosecuted for health and safety breaches, the details will be available on the Health and Safety Executive’s public register of convictions website.
