J E O'Toole Centre

Isle of Anglesey County Council ‘s Welfare Rights Service at the J.E. O’Toole Centre has been tackling poverty and its effects such as Social and Financial Exclusion since 1983 by providing free, independent and confidential advice and representation on benefits, tax credits and employment law for people living in the County.

The Centre recognises that individuals must make their own decisions, and that the role of the service is to give people information to be able to exercise their rights. Whether you are unemployed, sick or disabled, a lone parent, retired, a carer or on low wages, the J.E. O’Toole Centre can help you get all the benefits you are entitled to, advise and help you claim the right benefits, tax credits and discretionary payments, maximise your income, explain how your benefits are affected if your circumstances change, help you to appeal if you disagree with a benefit decision and help you deal with other problems with your benefits.

In 2013/14 our advisers assisted clients to secure over £ 2,854,536 in various benefits, tax credits and allowances.

Welfare Rights Advice is available by appointment Mon – Fri 9am – 5pm and Wednesday evening to 9pm, and an outreach service is available at Amlwch and Llangefni Agewell Centres fortnightly, please call 01407 760208 for dates and times of next surgeries.

Telephone appointments can also be arranged for advice and home visits for advice and assistance with claim forms can be arranged (subject to availability) for those with disabilities or ill health who are unable to travel to the Centre or one of our outreaches.

An adviser is available by appointment to attend your community events or group meetings to give talks and information on current benefits.

The O’Toole Centre also acts as a venue for other agencies and organisations offering outreach surgeries

Agorfa Cefni Lettings – an agency working with the private rented sector supporting tenants and landlords.  Adviser available by appointment and drop when available every Friday.

Room Hire The Centre has rooms for hire to organisations and agencies at very reasonable rates for outreaches, surgeries, ‘one-off’ appointments and events (subject to availability) contact the Centre on 01407 760208 for more information.

Training and Adult Education 

WEA Cymru host a variety of courses in their own training room based in the O’Toole Centre.

Other services

Housing Management Officers from the Isle of Anglesey County Council’s Housing Department are also based at the O’Toole Centre to assist tenants from Holyhead and the surrounding areas. Local Tenants can see their Housing Management Officer at the O’Toole Centre to discuss their rent or any other issues or problems they may have regarding their Local Authority Tenancies. Call in to the O’Toole Centre to make an appointment to see the Officer dealing with your area.

Housing Register Application Forms and associated documentation can be obtained from the J.E. O’Toole Centre.  Completed forms and required proofs will also be accepted at the O’Toole Centre and passed on for processing. Documentation required for proofs can be photocopied and stamped by Centre staff to avoid posting in original items such as passports, driving licences etc.

Reduced Rate Entry Cards for Isle of Anglesey County Council Leisure Centres can be issued to those in receipt of qualifying benefits (terms and conditions apply). Two passport photographs and proof of benefits required.

C.V. Service  The O’Toole Centre offer a free CV creation service.  Free copies of CV’s created at the Centre available for the unemployed.

Holyhead Art Club and a local Self Defence Club meet weekly at the Centre, call for further information. New members at all levels welcome!
