Communities First

Communities First is a community focussed anti-poverty programme funded by the Welsh Government, operating in 52 Clusters across Wales and targeting resources at the most deprived communities with the aim of contributing to alleviating persistent poverty.

Communities First in Anglesey is delivered through Môn Communities First Ltd and covers parts of Llangefni and Holyhead.

Aims of the Programme

Communities First supports the most disadvantaged people in the most deprived communities with the aim of contributing to alleviating persistent poverty. Working alongside other programmes such as Flying Start and Families First, Communities First aims to narrow the education/skills, health and economic gap between the most deprived and the more affluent communities.

Communities First on Anglesey

Communities First on Anglesey is delivered by Mon Communities First Ltd, a company limited by guarantee and a registered charity. It is run by a Board of Trustee Directors who give their time on a voluntary basis. Communities First covers the areas of:

  • Holyhead Town, Kingsland, Morawelon, London Road, Porthyfelin 1 and Maeshyfryd in the town of Holyhead
  • Tudur in Llangefni


There are three key themes running through the Communities First Programme:

Prosperous Communities

The aim of the Prosperous Communities theme is to reduce inequalities in income and opportunity for the most deprived communities in Wales, ensuring people have access to the resources needed to provide for themselves and their families and to improve their life chances.

Learning Communities

The Learning Communities theme aims to promote a culture of learning within our communities where everyone, regardless of age or ability is encouraged to recognise their own potential and is supported to reach it.

Healthy Communities

Activities delivered under the Healthy Communities theme aims to lead to improved health and wellbeing for all, with the pace of improvement increasing in proportion to the level of disadvantage.


The Communities First Team delivers a range of projects often in partnership with other organisations under each of the three Programme Themes.

Credit Union

The North Wales Credit Union plays a vital role in financial inclusion and preventing poverty. Established in 2010 following the merger of three Credit Unions, it now has over 10,000 adult members. A number of collection points operate across the Communities First area:

The Role of the Local Authority

The Local Authority is the Lead Delivery Body for Communities First on Anglesey and is responsible for both the funding from the Welsh Government and the achievement of a range of outcomes established by the Welsh Government.  The Authority works closely with Mon Communities First Ltd to ensure that services are delivered which meet the needs of the community and that where possible the work of Mon Communities First Ltd can be aligned to the Authority’s own strategies and priorities so that funding spent in the Communities First areas has the greatest impact.

Community Involvement

Communities First welcomes volunteers to help with a range of projects, in fact many of the activities delivered under the Communities First Programme could not operate effectively without the volunteers.  Community involvement is at the heart of the Programme and runs through all the activities that are delivered.
